Harassment by Collection Agent

I had an HSBC Credit card that was last used in 2006. I did not receive any bill or any phone calls regarding bills for 4 years till one day in 2009 someone called me. However since i was busy i could not attend any calls that day. what happened next was unbelievable. They got hold of my mobile bill and started calling people who i had last made calls to and in particular misbehaved after calling my sister.

What i want to know is is this legal that you can call anyone and misbehave? Are these the values HSBC follows that you ileegally obtain numbers and start harassing family and friends. I also want to know what my options are to make sure it does not happen again
