Heavy fees for road cutting permission

Respected Sir/Madam,

I am resident of HNO:11-3-119, Mahmoodguda, Warasiguda, Secunderabad. Drainage for my house gets filled every 15 days and entire neighbourhood is getting impacted due to this. When gave a complaint to HWSSB they said the connection to the main from the house is not correct and it needs a change of connection. This requires a road cutting from my house to the main line which is about 3 meters (12 feet).

The cost of doing this for benefit of entire colony comes to about 6, 000. Now I need to get the permission from GHMC and HWSSB to do the road cutting.

HWSSB states they would charge 3500 rs for permission and GHMC 1500 rs. I dont understand why should I pay so much when GHMC or HWSSB are neither going to cut the road and fix the problem.

Please clarify whether I need to pay so much for the road cutting when entire road cut and again filling the gap is done by me?
