Settelement of card

I have credit card of icici bank no 5176530080779005 i have not used card since 2-3 yrs. Many executive from collection agency came and took cash for settelement but then also i was charged in next statement this thing happen three to four times i was tiered and then refused to pay when i was trying for car loan i was told that your name is in cibil and cant get any loan so i contacted icicibank for settlement, One executive came and told that you need to pay 16500/- i have not used single paise then why to pay 16500/- then after few days he came and told to pay 9000/- but refused to give NOC for settlement. kindly guide me what to do
