Deduction of amount without my consent

I was in an official trip to Kolkata on 23rd, 24th and 25th may and at that time I have not carried much cash with me because I was carrying my debit card with me and I have used the card on 20th may before my deperture and the card was in force. But on 23rd may when I reached Kolkata and I was needed the cash for my stayinng at hotel where I have to pay cash and tried to withdraw cash from a local ATM I descovered that my account showing insuffecient fund and I have faced a major problem there.
