Amount debitted but cash not dispensed from ICICI ATM

On 20-Sep I have used my ICICI ATM card to withdraw money from ICICI ATM (@ Bhubaneswar) at about 18:27. The transaction completed and money got debitted from my account but I have not received the cash as no money came out from the ATM machine. I waited sometime and got the ATM receipt. I made a service request to ICICI customer care for the same but after 2 days got reply "We can't reverse the transaction as it is fully paid according to our record" and no other solution provided.

Every other time I am requesting them to recheck they are sending the same reply with the request number I made at first time not even checking the issue once again.
