Investment is must for Locker facility

Today i visited ICICI Bank Branch in College Road Nasik for having Locker facility. When i requsted for locker facility helpdesk has informed that, to avail locker facility in their branch 50000/- ULIP investment is must. I shocked and replied, myself and my wife has accounts with ICICI Banks since many years and we cannot make any investments at this juncture as we already invested. Helpdesk informed me this is the mandatory clause set by the branch manager to avail locker facility. Is this is Legal that branch manager can decide own decisions on mandatory norms? As a loyal customer, dont we have any rights to make a complaint against this procedures?

Moreover ICICI is very big banking organization in global, why they dont specify these mandatory investments for opening locker accounts in their websites? what basis manager can decide the investment plan for a customer for availing locker facility???
