Forcing to revive policy

I had purchased policy no 02548768 in 2006 @Rs.18000/- yearly premium paid. Due to bad economic condition and also change of residense I could not continue the policy after paying first premium. I enquired at ICICI Bank Ltd. Dindoshi Branch from where I purchased from official agent of ICICI, when I was advised to wait for 3 years to have surrenderred policy refund. Now after completion of 3 Years, I visited BSL Vashi branch for refund, I was shocked that they are forcing me to revive policy paying Rs54000/- which is not within my capacity. The lady from ICICI Prulife Vashi office also told that refund will not be given. What should I do to surrender my policy and take refund back?
