Customer care is un honest

I want to complain against customer care. so many time they started my dialer tone services and cut my charges without my permission.their target is not completed so they use customer number and start the services without permisssion. i want my balance refund.

reply me is it possible or not .otherwise i change my connection and start to publicity that no one take idea connection.
