Rs 102/- deducted without any information

My Name is Vinod. I am from West Delhi.

My Idea prepaid number is 9990117136. Today i.e., 29th April IDEA has activated the 3G plan to my number without my knowledge & deducted Rs 102/- approx from my balance. When I tried to log a complaint into their customer care number at 198, the executive suggested me that they will return the payment in 24 hours & when I asked for complaint number he refused to log this as a complaint.

I am really in the "where to go" situation.

My first complaint is - Why they deducted the amount from my balance

Why The 3G service activated to my number

Who will going to pay the penalty for this

How much time it will take to resolve this matte
