Lost balance and fraudulent marketing

I have a itz cash freedom card (idbi). when i withdrew money from idbi atm i was charged service charge Rs.20 and Rs.10 for balance enquiry which is not according to what is written their documents other than that my current balance is Rs.1737 which should be Rs.1800 and the customer care executive is telling me not to use it at mastercard gateway than what is the use of this mastercard. Plz take neccessary actions.
