Stamp duty charges

Dear Sir/Mam,

I booked flat in Hinjewadi in April month. At time of booking stamp duty was 2%.In June month i got mail and informed that stamp duty is increased from 2% to 5%. They not even informed at time of booking flat and before declaring increased stamp duty charges. Now i need to pay 1.4 lack more amount.
