Deactivated for 7 days for higher amount transaction

Dear Kotak Credit Card,
On 5th of June my card has been swiped for amount 32, 000.00 INR by Great Eastern, Sinthi More branch. The transaction got declined! Cashier thought might be some issue and asked if they will try with lesser amount. Again my card was swiped for amount 20, 000.00 INR. Transaction got declined again. Then I booked my purchase with some token money and left the shop. Next day I called Kotak credit card toll free no. and came to know that my card has been blocked for 7 days due to this TWO declines!!
FIRST thing is my credit limit is 35, 000 INR and limit has not been touched. I have NO communication to me that what is the upper limit of a single transaction! I strongly believe that customer should know before hand what amount of transaction he/she should be able to make. I know this is a safe guard, but why there is NO communication. This is right to know before hand! Again, if I am card owner I might need a higher transaction. Why not there should be an option to call customer care and withhold this limitation for a single transaction and actual allow the owner to do purchase. If this option is not there then I have no use of my card.
SECOND thing is WHY this deactivate is for 7 long days. It make sense to deactivate the card, but when card owner calling and giving all identity and explaining the situation, WHY there should not be an option to unblock on request. Just think if one person traveling and get into similar situation, he might not be able to use his card for any amount within his travel period (within that 7 days)!!
THIRDLY, the bigger amount will only appears for electronics and gold purchase and bank has restriction on these two types of purchase only! Thus the card is absolutely NO USE then! I booked a goods at GE because I got an excellent deal. Now due to this 7 days deactivation, I have to give up the opportunity of getting one good thing in lesser price.
FOURTHLY, when I called the customer service (at least 4 to 5 times) requesting to solve my issue so that I can further do transaction and let me know the higher limit of transaction. Every time they just sounds like a broken record. NO ONE agrees to help me out. Wanted to talk with concerned department or manager, they are simply not opening that option at all.
FIFTHLY, while in call with customer service, I wanted to know the higher amount limit for my transaction. They simply could not tell that too and asking me to call again once card is in active condition. Neither me nor they know the reason of this.
If anyone from Kotak card (if they at all care), they can call me and find out the fact in details and help me to resolve the issue.
