LIC agent is not refunding money

Sir,

I have applied LIC policy name carrier builder on 05.06.2011 through agent Mr. Mohan Singh Shekhawat, Delhi (Mobile number 9899577666) and my cheque of Rs 8800/ has been cleared on 07.06.2011 in the favour of LIC of India. After one month i have been informed by Mohan Singh Shekhawat that due to some problem LIC is not able to issue policy to me so my money will be refunded to me within a month that is upto end of July But till date 10.10. i didnt get back my money by him even after so many follow ups. Now he has stopped recieving my phone calls and i am not seeing any way to get back my money from him.

Please help me in this matter and punish him for his offense.
