Charging of higher interest

LIc housing has cheated me. I had a account with other bank which was shifted to LIC HFL on 8.75% rate April within 3 months the rate was increased on my loan raising my EMI from Rs5702 to Rs 5848 p.m., Surprisingly they are still charging the 8.75% interest on fresh loans . this a cheating by the them, I closed the earlier account by paying premature charges and shifted my account to them which has defeated my purpose of shifiting. Can they do like this. Is not cheating. Please forward my case to concern places to look in to this. my account no is 220672000and application no is 409973 from Jaipur branch.
