Revival of policy after 5th years from date of lepsation

Sir, I Sunil Prasad Singh have taken a lic policy No.533317281 (113-26) D.O.C.28/03.But due to abnormal condition the policy has laps from 03.I want to revival the policy but the Branch maneger (Branch code-546) Sri A.K.Jha.say, the policy is unable to reviaval. So, kindly guied me.
