Is it lawful to charge amount against No Objection Certificate

Dear Sir,

I got financed construction equipment from Magma Fincorp Ltd.

When I requested for No Objection Certificate after completion of loan, they are asking for amount as NOC certificate issue charges.

Please tell me Charges are legal?
