Payment of the curent Bill

I have submitted ECS Mandate for bill payment in Standar Chartered Bank Shakespear Sarani a year ago Every time the bank states that clear Mandate is not anailable from the customer and you fail to collect the amount due for the bill and I had to deposit the amount in cheque. Kindly state me whose duty is to inform the bank about the mandate that I have submitted to you. My consumer No is B354320, Bidhannagar Sd III, Service connection no3836
