Regarding bill payment of E, lectricity MSEB

Dear Sir,

I am having complain regarding MSEB from last 8 months my bill is coming 0 i have given writeen complian to MSEB 3 times but their is no reply from MSEB i have visited today and i have shown my complaint to them they have told me that till send the bill of 12 months together which is for me to pay is impossible i request you that this is not my mistake why shlould pay please guide me on the same.
