Non receipt of Reund

I applied for 50 share in ONGC through Application No.87786192 with Rs.35625.I was alloted 34 shares & amount adjusted Rs, 24225 & balance Rs, 11400 is pending since 2004.Initil Registrar MCS was changed & later KArvy computer share has taken over. My refund of Rs, 11400/ isstill pending. ONGC is not responding & its mail ID are wrong & mails are failed.
