ATM didn't dispensed cash and the amount is deducted from A/c

I have an A/c with ICICI bank and using an ICICI debit card i tried to withdraw Rs. 1300 from Oriental Bank of Commerce ATM at Castle Mill Thane on 17/04 but due to fault in the ATM machine it did not dispensed cash, so i went to SBI ATM next to it to withdraw cash. I reported ICICI customer service abt the issue by calling them and they mentioned tht will get the amount back in 7days. When i didn't received the amount by 27/04 i called ICICI bank to check and they mentioned tht Oriental Bank of Commerce has stated tht the cash was dispensed. If cash would have dispensed in OBC why would i withdraw the same amount from the very next ATM and even the security guard in the ATM is aware of the incident and the guard himself asked me to withdraw from the next ATM as the ATM of OBC didn't dispensed cash. So would request you to please look into this matter as Rs. 1300 is not small amount to let go.
