Partial dispatch of money for ATM machine

I have entered five thousand rupees for withdrawal but received only Rs 4100. My account is debited by Rs 5000. I have put complain in my account which is in HDFC. But now according to HDFC they have get response from PNB that full amount is dispatch so they cannot do anything. So I am losing Rs 900 please provide me suggestion what can I do now.
