Refusal to cash deposit

TOday i had been to a local branch near my office to deposit money in bank. They have refused to take cash saying I have to meet manager and no reason was given. I had been to other branch they told my usage is too high so i need to meet manager.

Is it illigal to withdraw money from my own account.
