Collecting excess amount from people

In chennai all tasmac staffs collecting excess amount from the customers even they are complaint to phone numbers the problem will runs again. The people came for verification they are also get bribe from shop peoples, so no one stop this nuisense. Who can stop this? The shop persons never afraid for any investigations. Calculate this if one person give 2rs for one bottle how many bottles they are sold daily they will cheating even government also. If the government not take severe action present government will destroy on next election...
