Did not receive the Membership Card for 2 years

I submitted all my membership fees (Rs. 1, 30, 000) for the membership of Gold Crown Vacations and they gave me the agreement copy in Sept'09. My membership number is GVC - L0065. THey promised me that the membership card will reach us within a month.

After that they kept promising me that there were some issues in the system and that the card will reach me in nxt one month. I have been listening this for the last 2 years. I was shifted from Noida to Panchkula in Feb'10.

But, for the last 2 months, I have been trying their mobile phone (09278697667), and nobody picks up the phone. Their landline number also is out of service for long (01140568618).

I do not know whta to do. Need your help in resolving the same.
