Delay in bringing empty racks to platform

Always there is delay in bringing empty racks of BRINDAVAN EXPRESS TRAIN into Platform though the schedule of departure is 7.15 a.m. every from chennai central to Bangalore City junction say racks are brought into platform only around 6.50 a.m. or so almost daily, which is causing lot of hardship to commuters expecially to sr. citizens who are finding it difficult to reach the platform from waiting bay. The passage to the train platform is also very narrow and the passage is always occupied by heavy parcels scattered all through the way. Why can't the racks be brought to the platform well in advance say one hour before the scheduled departure of trains. Always there is in adequate fans with the result commuters have to sweat it out during summar days. Will the authorities look into the matter and set the things right.
