Taking the arreres bill with Rc fees

RESPECTED SIR: i am staing in guntakal (anatapur dist) i am

christain . when i went to ERO /guntakal . to pay the Bill amount .in office the JAO (KHAJAMOHIDDN) has told to me that You must pay the amount with penalty . i paid the bill with penalty, while iam paing one musilm has came to pay bill he also did not pay the last month amount. BUT JAO (khajamodin) has put the sing on the bill and pay the bill with out Rc.

sir i am telling that rule must be all equal .what is difference religen.

and also he is lossing the amount of department with his sing with out penalty.
