No date of joining after 1 year of recruitment of engineering students

This company has recruited thousands of engineering students in year 2010 and 2011 and now, when more than one year is going to be completed for the recruitment process, youths do not have any information of when and where to join. is it like we are slaves and they can do anything, anytime with us? isn't there any rule that they should at-least keep students updated, if not giving joining now, so that they can plan about there crucial time which is being wasted now because of this nauseous recruitment plan of the company?
