Delay in delivery of cylinders

I am a customer of pradeep gas agency at nigadi, pune. my complain is the agency is very irrant in behaviour, they ask us to book after 21 days of previous delivery and after booking they ask us to wait for 15-20 days, all the time they show the reason of shortage, my only querry is they should display the status of quota at the time of booking and waiting list and if they are not following the waiting list they should be fined.
