Delay in supplying refil

My Bharatgas consumer Number is 23500. The dealer is K. Ramanaiah Gas Agency, 153, Arcot Road, Valasaravakka, Chennai-600 087. It is very difficult for me to book and get the refill in time. They are booking for refils only after 21 days of the delivery date of previous supply. But, after booking simply they are saying "You will get only after 15 days". But, they never supply the cylinder in 15 days. Only after making several reminders over phone they are supplying after 20 days. Will the Gas agency take necessary steps to deliver the cylinder in time? Further, I want to clarify wheter there is any instruction for booking the refill after 21 days.
