Passport extension counter not entertaining applicatiions at all harassing

In chembur police station opp to Basant PARK, there is a passport Recipt centre. My daughter from last 2 months is attempting to Submitt her forms but the staff there are ineffective, not customer friendly each time they tell reasons and send her back with pretext they are full and unable to process future applications . she went with all details / enclosures /applications etc . to utter dismay after waiting 2 hours they informed you have to come at 7 am take token and then come later, . Today she went at 7 am to take application forms (earlier they told to make application online then come here later they tell the above timings to collect appli form) till now 2 pm she is unable as the timming is over . i feel lot of brokers may be controlling the... the process . can we be free like train booking where brokers are swept off . no doubt this process is strict as security various docs provided need to be verified etc and has its own controls etc . but why a customer is harassed like this . may look into this please.
