Fine for travelling in Staff Local

I boarded a local train from Thakurli station on 25th May at 5.21 a.m. There was no announcements or indicator at the time of boarding. I was holding a valid 1st class pass. At Ghatkopar I was told by a fellow passenger that the train is a staff local. I alighted at Kurla wherein a group of railway staff (five of them) cordoned us (there were two more passengers) and asked us to pay a minimum fine of Rs. 360/- for traveling in the Staff local which I paid. I was given a receipt showing "excess fare ticket". I just wanted to know whether the charges are as per rules or not.
