No response for 2nd cylinder for the last 2 1/2 years

My HP Gas connection no. is 611156 existing with Deepak Gas Agency, Borabanda, Hyderabad. I have been wandering around the agency for the last two and half years for the 2nd cylinder. More than a dozen times I visited the agency during this period. Every time they tell 'you come next week and no stock'.

The response of the agency people was rather impolite, irresponsive and careless. A letter has also come from the agency without any date informing that i may collect my 2nd cylinder at the agency. When approached the agency, no response from them. Indeed they want to allot cylinder to me in black market rates.
