Negligence in delivery

DTDC Consinment no. B72152563, it is started from bangalore on 17/05 for Varanshi (up) Reached to varanshi on 20/05 till date it is not delivered after talking in the varanshi office from first day. they wanted teliphone no. of addressee I have given on the same day. Always saying it will be delivered to-day. the purpose of sending the material on occasion has been spoiled due to negligence. I want to know who is responsible and why he has done. I donot know when my thigs will be delivered, get it delvered immediately.
