Cancellation is not being possible

Ticket booked on 06/09 in train no.2182 for DOJ- 02/09 (trns id :0248653923, PNR no :2310470331) is being tried now for cancellation but it is unsucessful, WHY? Inform me at the earliest & arrange for cancellation. I want to cancell it.
