Fuel meter problem

When the fuel tank is filled up to full capacity, the fuel meter is not showing so and not working properly. Repaired for more than 10 times at your workshop and even the related cluster and then the float has been replaced. But the problem is persisting . could I get a permanent solution for this problem?
