Non refunding money even after cancellation of Air Ticket

I booked three air tickets of Jet Air Ways on 18/07 from Chennai to Kolkata. On 19/07 at the Chennai Airport as we were not allowed to travel, i had to cancell the tickets without any refund. The Jet airlines counter at Chennai suggested to get the refund from the agent. Even after repeated follow up the agent is refusing to pay the refund. The datails are given below:
