Refund of advance amount Rs.25, 000

I have book a Tavera SUV during the month of January on payment of Rs25000/- as advance. but due to non finance of loan from bank I was not able to purchase the vehicle and thereafter i made several request to the Chevrolet dealer i.e. Group Engineering Corporation, Port Blair to refund my advance amount but now there representative/ show room staff is telling that, they will cut Rs.5000/- as cancellation fee for the vehicle, Then I request them to provide me in writing about the cancellation charge but refuse to give in writing and till date i m not in receipt of the my advance amount.
