Gas pipeline is installed without considering our plan

I had applied for new connection, Co.'s enginners had taken his decision without considering our request and threat that if you will not agree with me the connection will not be done. resulting more pipe is used and I have to pay more money. On oneside he is saying the the line will not passed through latrine while at ground floor the same this they have done. When my mother went in the office of GSPC with complain they did not take complain even.
