Variation in mileage

I brought hero Honda glamour bike in July, now after running 3500 km

there is lot of variation in mileage. initially mileage was around 42-47 kmpls (and company promises 68kmpl)

so i consulted with hero service manager and her suggested me road test.. to confirm my mileage..

had the road test and when i rode mileage was 55kmpl (5.5km in 100ml oil)

and when mechanic rode, it shows 77kmpl (i was shocked bcz atmost company offeres 75kmpl mileage on highway, and this man reached 77kmpl)

after that tuning of bike.. 2-3 times i got gud mileage (around 55-60kmpl)

and again m back to old mileage 42-48 kmpl..

petrol pump is same from last one year..

i cannot understand so much of mileage variation in just 1 or 1.5 liter of oil..

maximum : 97 km in 100rs oil (1.5 ltr)

minimum : 57 km in 100 rs oil (1.5 lts)

so can anyone suggest me how to tackle this issue.. bcz i brought glamour just for nice mileage purpose
