Late Delivery of Gas Refill

I had booked a refill with the distributor M/s Swatantar Gas Service, Ambala Cantt on 14.12.2009. But till today i.e. 11.01.2010 I have not received my refill cylinder. It is the usual practice of the distributor that he gives the memo by hand to the consumers which delays home delivery to already booked refill. When a call is made to employees of the distributor misbehaves with the consumer. Even after the interruption of owner, employees of the distributor are not ready to supply the refill. Please intervene in the matter. Also please inform me when I can get my next refill. A refill is supplied after 21 days of previous one. Already 28 days have passed. Your Distributor says your next refill will be booked after 21 days of supply of present refill. Hoping for an early reply
