Not receiving gas cylinde

I have gas connection from HP with two cylinders (consumer no. 610027). The booking has been done on 13.02.2010 with order no 20 at the M/S Paul H.P. Gas Co. Dum Dum Kol-28. After not receiving cylinder I contacted them over Phone 25512222 and they told me to book again. I did it on 24 hr booking call 22274438 on 04.03.2010 with order no 24 but still now I have not received any gas cylinder. I contact dealer personally and over phone but everytime they told me cylinder will be provided tomorrow. Now both the cylinder are empty and I am helpless, Please do the needful and oblige.
