RC of Santro Car not Delivered by Hyundai (Rishab Hyundai, Okhla)

I purchased Santro Car in March and now its March from Rishab Hyudai, Okhla. But i didn`t get my RC till date. I called many times in Rishab Hyundai but all the time they told me we sent ur RC but where is my RC i don`t know. I think its their responsibilty to delivered the RC in my hand. They are not giving me any satisfactory answer. Who is responsible, if i meet any problem or any penalty due to this???

PLEASE HELP ME TO SOLVE MY PROBLEM.
