Charges for journey not undertaken

Charges have been laid by ICICi card for my journey from Indore to Borivli. I had booked Indore- Borovli ticket, which was cancelled and the money has been credited to my account. But the same ticket has been charged again. care@irctc.co.in have advised me to send the scanned copy of my credit card stattement, which I have done almost 15 days back. After that there is no communication from them. I have written two reminders to their MD, but no reply from them. The ticket ID no. which railwys are quoting is : 0229098875. I do not have the above ticket in the list of 'Booked tickets' at all.

Can you help me. If yes, pl advise otherwise I will be forced to write a letter to Minister of Railways enclosing all the data.
