Delay in Delivering the LPG Cylinde

I have Indane gas LPG connection with DWARKA INDANE SERVICES K -1/4, RAJAPURI, SECTOR-5, OPP J D M APP. NEW DELHI-59. My consumer number is 14565. I made booking for filled LPG cylinder 20 days ago. And daily i am making call to them and everytime i get the response that it will delivered today by 5 pm. From last 20 days i am facing this problem and still i haven't got refilled gas cylinder. I don't understand to whom i should contact and lodge complaint so that some serious action could be taken on it.
