Non acceptance of Booking for refil

On my booking for a refile last month the dealer M/s Maa Mangala Indane at Bomikhal, Bhubaneswar supplied me refile on 2nd June, i.e after more than 15 days of booking. Today while booking for a refile they refused to accept the same on the plea that the same sill be accepted only after 21 days from the date of supply of the last refile.
Is there any rule for not to supply the refile on the basis of booking priority and refile at any time after delivery of the same.By the method adopted by the dealer, one family will get a refile once in 6 weeks. What is the way out?
