Non issuennce of Gas connection without Gas Stove

I had gone to Rampoorna Gas Agency in Meerut (Uttar Pradesh) for new connection but they refused to give the connection without gas stove when i told him that i already have 4 burner ISI marked gas stove and i really do not need new gas stoveit .then Owner clearly said this is the only one of the medium to make some good money on new connection otherwise what we get in new connection, Can some action be taken against this corrupted agencies and get the needful done for the the needy customer...
