Refusal for booking

I am a consumer of M/S Anirudh Gas Sewa, Road No. 1, Rajendra Nagar, Patna Bihar, bearing consumer no. LT 4389, I have single cylinder. when I want to book for lpg refile after 15 days of previous booking date, they refuse and told after 21 days I booked. After 21 days today I want to book but they refuse to booked and told after 25 days booking start. I want to know that what is the rule of booking for LPG? I knew that there is no any rule for booking, it is only depend on my necessity but agency always harrass me in different ways. Please help me for booking of LPG or take legal action against such agency.
