Problem in booking

SIR, THIS IS A COMPLAINT PLUS QUERY LETTER.First of all i want to know is there any rule of your company that gas cylinders can not be refilled before 18 days counting from last refill of cylinder? and if it is so then there must be a good system of booking gas cylinders cause this extends the delay in booking. Our nearest gas cylinder refill station is Tanwar gas service whose telephone numbers always goes busy which is 011-27312880 and 011-27313990.i have also tried IVRS Service 1260 last month (that time i got the delivery in 2 days which is appreciable) and now when i am using that number they are giving me details of my last booking and the phone is disconnecting. How could i book a new one by that please guide me? Then i used SMS service today and sent SMS to 54625 from my cell number which is 9990630727 but i do not got any booking conformation from there too.please tell me a way to book my gas cylinder. I will be obliged if you look upon my problem as i am seriously troubled.
