Allotment of rly berths to ladies and senior citizens

I am aged 47 years and underwent knee surgery.

my mother is aged 70 years and a patient who is unable to walk.

when ever I book train tickets, inspite of repeated requests no lower berth is provided which is making our train journey

a painful experience every time we travel by train. ultimately it is the co-passengers who are some times helping us by exchange of berths.

many times railway department announced that if the age of the passenger is above 45 naturally system will provide lower berth with out any specific request. but it is not in practice.
