Excess fare ticket

I had booked a railway ticket for my brother from Barielly to ferozepur through internet. HE is having his I-d proof with him during his entire journey and the print out of that E-ticket. but beside having both the thinks the TT had made a fine of Rs 510. so it is requested to u to please explane me for what we have to pay that fine n please refund my money as soon as possible . my pnr no is 6500914359 and the chalan recipt no is 346470.
